What each symptom means

A squeal on light braking is the wear indicator tab touching the rotor: a warning, not damage. North Carolina puts the estimate in writing by statute

G.S. 20-354.3 of the North Carolina Motor Vehicle Repair Act requires a motor vehicle repair business, when a customer requests repair work that will exceed $350, to prepare a written repair estimate before performing any diagnostic work or repair, unless the customer waives the estimate in writing. The $350 figure includes parts, labor, diagnostic and teardown charges, taxes, shop supplies and incidental services. The estimate must include a statement letting the customer indicate whether replaced parts should be saved for inspection or return, and the daily storage charge after the repair is complete. Shops must post a sign at least 24 inches on each side stating these rights. A customer injured by a violation may sue for damages, costs and attorney's fees.

New Hanover's emissions test is on its way out; the safety inspection stays

On May 11, 2026 the EPA proposed approving North Carolina's request to remove its vehicle inspection and maintenance program, the emissions test, from the State Implementation Plan for the remaining 19 counties, with only Mecklenburg County continuing emissions testing under state law. New Hanover County is among the counties named. NC DEQ had proposed ending the test in 18 counties including New Hanover in August 2024. The annual safety inspection remains a condition of registration renewal statewide.
